THE PRESIDENT: Good morning. This week, Senate leaders introduced revised legislation on comprehensive immigration reform. I thank leaders from both parties for their bipartisan effort to fix our immigration system so it can meet the needs of our Nation in the 21st century.

As the Senate takes up this critical bill, I understand that many Americans have concerns about immigration reform -- especially about the federal government’s ability to secure the border. So this bill puts the enforcement tools in place first. And it means more Border Patrol agents, more fencing, more infrared cameras and other technologies at the border. It also requires an employee-verification system based on government-issued, tamper-proof identification cards that will help employers ensure that the workers they hire are legal.

Only after these enforcement tools are in place will certain other parts of the bill go into effect. To make sure the government keeps its enforcement commitment, the bill includes $4.4 billion in immediate additional funding for these border security and worksite enforcement efforts.

The bill also addresses other problems with immigration enforcement. Right now, our laws are ineffective and insufficient. For example, crossing the border illegally carries weak penalties. In addition, participation in illegal gangs is not enough to bar admission into our country. And when we cannot get other countries to accept the return of their citizens who are dangerous criminals, in most cases our government can only detain these aliens for six months before releasing them into society.

This is unacceptable. The bill before the Senate addresses these problems. Under this bill, those caught crossing illegally will be permanently barred from returning to the United States on a work or tourist visa. Under this bill, anyone known to have taken part in illegal gang activity can be denied admission to our country. And under this bill, we will be able to detain aliens who are dangerous criminals until another country accepts their return.

These enforcement measures are a good start. Yet even with all these steps, we cannot fully secure the border unless we take pressure off the border. Hundreds of thousands of people come here illegally because our current work visa program does not match the needs of a growing and dynamic economy. To discourage people from crossing our border illegally, this bill creates an orderly path for foreign workers to enter our country legally to work on a temporary basis.

With this program in place, employers will have a practical system to fill jobs Americans are not doing -- and foreign workers will have a legal way to apply for them. As a result, they won’t have to try to sneak in. And that will leave border agents free to chase down drug dealers, human traffickers, and terrorists.

Once the border security and worksite enforcement benchmarks are met, the bill will resolve the status of 12 million people who are now in our country illegally. Under this bill, these workers will be given an opportunity to get right with the law. This is not amnesty. There will be penalties for those who come out of the shadows. If they pass a strict background check, pay a fine, hold a job, maintain a clean

criminal record, and eventually learn English, they will qualify for and maintain a Z visa. If they want to get a green card, they have to do all these things -- plus pay an additional fine, go to the back of the line, and return to their country to apply from there.

This bill provides an historic opportunity to uphold America’s tradition of welcoming and assimilating immigrants and honoring our heritage as a Nation built on the rule of law. We have an obligation to solve problems that have been piling up for decades. The status quo is unacceptable. We must summon the political courage to move forward with a comprehensive reform bill. By acting now, we can ensure that our laws are respected, that the needs of our economy are met, and that our Nation treats newcomers with dignity and helps them assimilate.

I urge members of both parties to support comprehensive immigration reform. By working together, we can pass this good bill -- and build an immigration system worthy of our great Nation.

And right now, there’s a big debate going on in Washington over two fundamentally different paths we can take as a country to do that. One path – pushed by Republicans in Congress and their nominee for President – says that the best way to create prosperity is to let it trickle down from the top. They believe that if we spend trillions more on tax cuts for the wealthy, it’ll somehow create jobs – even if we have to pay for it by gutting education and training and by raising middle-class taxes. I think they’re wrong.We already tried it that way for most of the last decade, and it didn’t work. We’re still paying for trillions of dollars in tax cuts that benefitted the wealthiest Americans more than anyone else; tax cuts that didn’t lead to the rise in wages and middle class jobs that we were promised; and that helped take us from record surpluses to record deficits. The last thing we need right now is more top-down economics. What we need are policies that will grow and strengthen the middle class; that will help create jobs, make education and training more affordable, and encourage businesses to start up and stay right here in the United States. Soon, we’ll face a choice between these two different approaches.On January 1st, taxes are set to go up for tens of millions of Americans. I think that would be a huge financial hit for middle-class families. That’s why I’ve cut middle-class taxes ever y year that I’ve been President –by $3,600 for the typical family. And that’s why, this week, I called on Congress to immediately stop the January 1st tax hike from hitting any American on the first $250,000 of their income. Under my plan, 98% of Ameri can families won’t see their income taxes go up at all.But the other 2% of Americans will have to pay a little more in taxes on anything they make over $250,000. In other words, the wealthiest few Americans will go back to the income tax rates they were paying under Bill Clinton. And if you remember, that was when our economy created nearly 23 million new jobs, the biggest budget surplus in history, and

More specifically, I talked about a pizza chain in Minneapolis –Punch Pizza –whose owner, John Soranno, made the business decision to give his employees a raise to ten bucks an hour. A couple weeks ago, I got a letter from a small business owner who watched that night. Yasmin Ibrahim is an immigrant who owns her own restaurant –Desi Shack –and plans to open another this summer. Here’s what she wrote. “I was moved by John Soranno’s story. It got me thinking about my full-time employees and their ability to survive on $8 an hour in New York City.”So a few weeks ago, Yasmin put in place a plan to lift wages for her employees at both her restaurants to at least $10 an hour by the end of this year. But here’s the thing –Yasmin isn’t just raising her employees’wages because it’s the right thing to do. She’s doing it for the same reason John Soranno did. It makes good business sense. Yasmin wrote, “It will allow us to attract and retain better talent –improving customer experience, reducing employee churn and training costs. We believe doing so makes good business sense while at the same time having a positive impact on the community.” Yasmin's right. That’s why, two months ago, I issued an Executive Order requiring workers on new federal contracts to be paid a fair wage of at least ten dollars and ten cents an hour. But in order to make a difference for every American, Congress needs to do something. And America knows it. Right now, there’s a bill that would boost America’s minimum wage to ten dollars and ten cents an hour. That would lift wages for nearly 28 million Americans across the country. 28 million. And we’re not just talking about young people on their first job. The average minimum wage worker is 35 years old. They work hard, often in physically demanding jobs. And while not all of us always see eye to eye politically, one thing we overwhelmingly agree on is that nobody who works full-time should ever have to live in poverty. That’s why nearly three in four Americans support raising the minimum wage. The problem is, Republicans in Congress don’t support raising the minimum wage. Some even want to get rid of it entirely. In Oklahoma, for example, the Republican governor just signed a law prohibiting cities from establishing their own minimum wage. That’s why this fight is so important. That’s why people like John and Yasmin are giving their workers a raise. That’s why several states, counties, and cities are going around Congress to raise their workers’wages. That’s why I’ll keep up this fight. Because we know that our economy works best when it works for all of us –not just a fortunate few. We believe we do better when everyone who works hard has a chance to get ahead. That’s what opportunity is all about. And if you agree with us, we could use your help. Republicans have voted more than 50 times to undermine or repeal health care for millions of Americans. They should vote at least once to raise the minimum wage for millions of working families. If a Republican in Congress represents you, tell him or her it’s time to give the politics a rest for a while and do something to help working Americans. Prepared Remarks of President Barack Obama Weekly Address Saturday, February 19, 2011 I’m speaking to you from just outside Portland, Oregon where I’m visiting Intel, a company that helped pioneer the digital age. I just came from a tour of an assembly line where highly-skilled technicians are building microprocessors that run everything from desktop computers to smartphones. But these workers aren’t just manufacturing high-tech computer chips. They’re showing us how America will win the future. For decades, Intel has led the world in developing new technologies. But even as global competition has intensified, this company has invested, built, and hired in America. Three-quarters of Intel’s products are made by Amer ican workers. And as the company expands operations in Oregon and builds a new plant in Arizona, it plans to hire another 4,000 people this year. Companies like Intel are proving that we can compete – that instead of just being a nation that buys what’s made overseas, we can make things in America and sell them around the globe. Winning this competition depends on the ingenuity and creativity of our private sector – which was on display in my visit today. But it’s also going to depend on what we do as a nation to make America the best place on earth to do business. Over the next ten years, nearly half of all new jobs will require education beyond high school, many requiring proficiency in math and science. And yet today we’ve fallen behind in math, science, and graduation rates. As a result, companies like Intel struggle to hire American workers with the skills that fit their needs. If we want to win the global competition for new jobs and industries, we’ve got to win the global competition to educ ate our people. We’ve got to have the best trained, best skilled workforce in the world. That’s how we’ll ensure that the next Intel, the next Google, or the next Microsoft is created in America, and hires American workers. This is why, over the past t wo years, my administration has made education a top priority. We’ve launched a competition called “Race to the Top” – a reform that is lifting academic standards and getting results; not because Washington dictated the answers, but because states and local schools pursued innovative solutions. We’re also making college more affordable for millions of students, and revitalizing our community colleges, so that folks can get the training they need for the careers they want. And as part of this effort, we’v e launched a nationwide initiative to connect graduates that need jobs with businesses that need their skills.
