农村经济发展和农民收入增加的制约因素与对策

摘要建设小康社会的重点在农村，难点在农民，农村全面实现小康的关键在于增强农村

经济和增加农民收入。分析了当前制约农村经济发展和农民收入的主要因素，针對问题，提出相应的对策。

Limiting Factors and Countermeasures of Development of Rural Economics and Increasing of Farmers′ Income

Abstract In the process of construction of comparatively well-off society，emphases lay in country and farmers. To enhance rural economics and increase the income of farmers was crux for all-round well-off society in country. The main factors of limited rural economics and incomes of farmers were researched，and the corresponding countermeasures were provided.

当前，我国农村经济正处于加速发展期，其健康持续的发展对经济社会的科学发展、和谐社会的构建、小康社会的全面建设具有重要意义。我国农村经济的快速发展可以逐渐扩大农产品市场，有助于提高农民的经济收入。因此，农民收入是农村经济社会发展的综合反映。近几年，中央和地方政府采取了一系列支农惠农政策，对于促进农民收入增长起到了一定的积极作用，但增长步伐仍较滞缓，亟需进一步加大举措[1]。加之目前国际金融危机，出口贸易大幅

缩减，工业原材料价格飙升，也制约了农业经济的发展。现针对农村经济发展和增加农民收入问题作一探讨。
