南充市乡村振兴战略实施规划

习近平总书记在党的十九大报告上首次提出了乡村振兴战略[1],中央农村工作会议再次提出实施乡村振兴战略[2],2018年中央一号文件《关于实施乡村振兴战略的意见》[3],许多专家学者也就实施乡村振兴战略进行研究,并提出了建议,如宋洪远[4]、赵一夫[5]、崔敏[6]、秦中春[7]、丁忠兵[8]、钟文[9]、李后强[10]等。产业兴旺是乡村振兴的最基本要求,因而应大力调整农业产业结构,深化农业供给侧结构性改革。中央2015年农村工作会首次提出了加强农业供给侧结构性改革[11],2017年中央一号文件《关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》[12],随之

国内一些专家学者就中国农业供给侧结构性改革进行了研究,如汪洋[13]、孔祥智[14]、江维国[15]、张海鹏[16]、杨建利等[17]、和龙等[18]、曾建民等[19]、程博[20]、刘明[21]、王思博[22]。重点是推进结构调整、绿色发展、科技创新、农村改革,稳定粮食生

产,加快现代农业发展步伐[23]。同时,全国各地也结合当地实际进行了一些研究,如四川[24]、山东[25]、云南[26]、天津[27]、

南阳[28]、遂宁[29]等。产业集群作为一种组织形式,其发展与产业结构调整、技术创新以及国家和地方经济关系十分密切。近年来,经济学家和企业家越来越关注产业集群所带来的经济效益和社会效率的提高,政府将产业集群发展作为产业发展的道路也越来越多[30-34]。

南充市位于四川盆地东北部,嘉陵江中游,地处盆周山区丘陵地带,属于典型的农业大市、贫困大市和欠发达地区,全市9个县(市、区)中有7个贫困县(市、区),2016年脱贫2个县、2017年脱贫3个县,2018年脱贫2个。对此,为深入贯彻落实党的十九大和中央、省委农村工作会议精神,笔者就全面实施乡村振兴战略,促进城乡融合发展,加快全市农业农村现代化进程进行了规划,以期为南充市和欠发达地区实施乡村振兴战略提供参考。

1领会实施乡村振兴战略的重大意义袁切实把握总体要求1.1重大意义

摘要为深入贯彻落实党的十九大和中央、省委农村工作会议精神,中共南充市委、市人民政府从深刻领会实施乡村振兴战略的重大意义、切实把握总体要求,深化农业供给侧结构性改革、加快建设实力乡村,全面改善农村生态环境、加快建设宜居乡村,大力弘扬农村先进文化、加快建设文明乡村,不断健全基层治理体系、加快建设和谐乡村,决战全胜脱贫攻坚、加快建设富裕乡村,创新城乡融合发展体制机制、增强乡村振兴动能,加强人才培养和科技创新、强化乡村振兴支撑,切实加强组织领导、凝聚乡村振兴合力9个方面入手,就全面实施乡村振兴战略,促进城乡融合发展,加快全市农业农村现代化进程进行了详实规划,以确保乡村振兴战略得到全面落实。

Abstract In order to thoroughly implement the spirit of the 19th CPC National Congress and rural work conference by the Central Committee and the Provincial Party Committee ,Nanchong Municipal Committee and the Municipal People′s Government set about from the following 9fields ,such as having a profound understanding on the great significance of implementing the rural revitalization strategy and earnestly grasping the overall requirements ,deepening the structural reform on the supply-side of agriculture and speeding up the construction of rural areas ,comprehensively imp-roving the ecological environment in rural areas and speeding up the construction of livable villages ,vigorously promoting advanced rural culture and speeding up the construction of civilized villages ,continuously improving governance system of the junior grades and speeding up the construction of harmonious villages ,winning the battle of overcoming poverty and speeding up the construction of rich villages ,innovating the system and mechanism of urban and rural integration development and strengthening the energy of rural revitalization ,strengthening the cultivation of talents and scientific and technological innovations and strengthening the support for rural revitalization ,strengthening organizational leadership and gathering the rural revitalization forces.Detailed planning had been carried out on the comprehensive implementation of the rural revitalization strategy ,the promotion of urban and rural integration development and the acceleration of the process of agricultural and rural modernization ,so as to ensure the full implementation of the strategy of rural revitalization.
