2019 整治形式主义、官僚主义个人对照检查材料
根据这次组织生活会的统一要求，我围绕“作风建设”主题，对照形式 主义和官僚主义新表现，，认真梳理自己查、互相帮、上级点的“六不”问 题，深入剖析问题根源，着力明确整改方向和措施。现将个人对照检查情况 作如下报告：
一、存在的问题 （一）政治站位不高方面 1.满足于学习传达文件精神。比如，XX 非公办下发非公党建联系点文件， 仅停留在文件传阅上、停留在确定联系点上，而没有深入到每个联系点了解 实际情况。没有深入企业了解具体情况，存在面上“打滚”的问题。 2.对新形势新要求不适应不会抓。从乡镇到组织部，思想政治站位、角 色转变还不够及时，融入角色还不够，不能迅速适应新职位、新要求，影响 了党建工作的推进力度。 3.政治敏感性不强，理论学习不够深入，思想认识和政策理论水平跟不 上趟。从事党建工作十多年，没有发表影响力较大的文章，平时学习不积极 不主动，也没有深入系统的学习，每当有任务的时候才会捡有用的去学；学 习文件、报告相对较多，读原著、原文相对较少；对新时代新思想的学习深 度不够广、内容不够多。不能及时用新思想去解决问题，影响了对党建工作 的认识，容易导致政策理论水平不高。 4.工作调门高，完成上级交办的任务不主动，落实不够好。抓基层组织 党建工作，强调重要性多，实际工作效果不尽如人意。影响全市基层组织党 建工作进展。精准扶贫主动入户少，一般都是统一行动入户。影响精准扶贫

政策落实落地。 （二）担当意识不强方面 1.存在本位主义思想，科室之间配合不够。到组织部工作仅一个月，很
少到其他科室交流沟通，也只满足于把本职工作做好，与其他科室配合较少。 难以发挥工作合力，影响科室之间团结协作。
2.干部之间联系不够。仅与自己科室干部联系较多，与其他科室同事联 系较少，对接精准扶贫、驻点帮扶等工作主动性不够。影响了团结
3.主动担责，研究工作不够。具体负责基层党建工作，对工作中存在的 问题，主动思考少，担当作为意识不强。影响个人能力提高。
4.靠习惯推进落实的现象还存在，开拓创新意识还不够强，习惯用程序 规避责任。疑难杂症请示上级，事事向领导报告，请领导签字把关。没有主 动担起分内职责，解决问题不及时
（三）工作效能不优方面 1.创先争优意识不强。基层党建品牌叫的不响，在品牌示范、规范化建 设、活动开展、氛围营造等方面还没有做到尽善尽美。影响了党建工作水平 的提升。 2.主责主业不突出。忙于组织科日常事务较多，用心研究基层党建较少， 深入了解企业党建的现状、困难、原因不够，解决问题的办法不多。基层党 建品牌叫的不响。 3.对基层组织党建工作思考不深不透，工作创新不足。虽然基层组织党 建做了一定工作，习惯老套路，没有新意，党支部在基层组织中的引领作用 发挥还未发挥出来。支部引领作用不强。 4.谋划部署工作不细致，工作效能不够高。制订文件出台意见，贯彻上 级要求，结合武穴实际不够，操作性不强，工作没有讲究方式方法，一味蛮 干、苦干，影响了工作效率和积极性。影响了工作效率。材料只求过关不求

出彩，承担多项工作任务，导致岗位职责不明晰，做得多，但是没有把件件 事都做好，成效不明显。
（四）能力素质不足方面 1.政治理论素养不高。认识和解决问题的能力不强，对新理论、新要求 还没有真正入脑入心，仅停留在资料上、笔记本上，还没有真正运用理论指 导实践。本领恐慌，理论指导实践还不够。 2.钻研政策研究不透。没有深入系统的研究学习党建业务知识，零星的 学习没有达到系统性，党建业务研究不深不透。能力恐慌，不能很好指导工 作。 3.工作从高设标不够，创新能力不足。日常工作侧重于完成上级交办任 务，仅满足于上传下达、墨守成规，认为不犯错、不冒进，把日常工作做好， 就已经不容易，没有进取心和创新意识，基层组织党建真正叫得响的亮点项 目不多。基层组织党建影响力不够广，导致工作业绩不高。 4.文字功底不扎实，综合思维能力有待提高。材料质量不高，有一定文 字功底，但在起草综合性文稿方面，还要提高站位。影响个人能力提升，带 头带领能力不足。 （五）求真务实不够的问题 1.以会议落实会议，以文件落实文件。仅满足于召开会议、转发文件， 认为召开了会议、转发了文件，就把责任转接了，而没有深入的了解实际， 跟踪指导督办力度不够。工作浮在表面，没有很好落实。经常组织基层干部 开会、报材料，而且报送材料没有系统性，有时一天发好几个通知，想到哪 里就是哪里而没有系统谋划。让基层疲于应付。 2.急于总结经验、宣传典型。仅在部工作一个月，就想选树一批基层组 织党建典型，而没有深入一些企业了解实际情况、指导帮助。急于求成，工 作基础不扎实。

3.会议多、文件多、材料多,作风不够扎实。基层组织党建工作重阵地 建设，轻作用发挥，在服务基层发展方面没有真正发挥实效。影响基层抓党 建积极性，两新党组织建设进展不快。
4.主动到一线少，到基层调研解决问题少。到两新党组织调研工作少， 主动深入困难基层组织少，在指导具体解决问题方面做得还不够。不利于工 作提升，两新党组织建设进展不快。下基层不够，主要表现在精准扶贫工作 上，不利于干群关系。
（六）纪律要求不严的问题 1.去向报告制度执行不严，执行请示报告不严格。近日，生病住院没有 履行书面请假手续；有时外出没有及时更新去向牌，导致办事人员找不到人 重复跑腿。规矩意识不强，影响部机关整体形象。 2.注重小节不够。上班有时忘记到办公室签到，虽然已经到办公室，但 经常忘记，并没有放在心上加以重视；上班时间有时做浏览网页；遇到社会 上不当言论抵制不够。破坏了工作纪律，这是自由散漫的表现；党员先锋模 范作用未发挥出来。 3.纪律规矩意识不强。有时存在迟到现象，认为加班补回来就可以，却 忘记了工作纪律，上班就必须要有上班的规矩。容易导致思想松懈，纪律意 识淡化，不能防微杜渐。 4.会议纪律没有严格遵守。偶尔参加学习会议迟到，影响其他干部会议 氛围。 二、原因剖析 产生上述问题，经过剖析，认为主要原因在以下几个方面： 1.理论学习还不够系统、不够深入。对学习理论的重要性认识不足，没 有摆到重要位置，有时候有应付的思想，有时满足于一知半解，学习的积极 性、主动性不够高、计划性系统性不够强。特别是理论与实践的结合还有一

点差距，没有很好地用理论去指导工作，致使工作推进不够快。口头和书面 表达能力有待进一步加强，感觉自己知识面窄，视野不够开阔。
2.思想观念还不够解放、不够创新。在当前新形势下，自己的思想还不 够解放，观念不够新，看问题、办事情往往习惯于老观点、老经验、老办法， 谨小慎微，思路不宽，办法不多，创新意识不强。
3.工作作风还不够扎实、不够务实。一是在“深”字上没有下真功夫。 深入基层、深入实际，有针对性地进行工作调研，解决实际问题较少，平时 与其他科室同志交往少，存在工作上不够团结现象。二是在“严”字没有下 硬功夫。在工作过程中，不能大胆真抓实干，有碍于面子，怕影响关系的想 法，往往降低标准，只求过得去，不求过得硬。三是在“实”字上没有下苦 功夫。工作抓落实的力度不够，特别是有时受到阶段性工作的影响，不能统 筹兼顾，导致一些工作落实得不好，有些工作布置了没有回音，规划了没有 行动，安排了没有落实。
4.从高要求还不够严格、不够严实。对自己的要求不够。觉得把本职工 作做好就可以了，不一味追求完美，因此在思想上有时候存在惰性和自满情 绪，认为自己已经做得不错了，以至于没有对自己提出更高的要求，有纪律 意识、规矩意识有淡化的苗头。
三、整改方向和措施 这次对照检查和自我剖析，发现自身问题很多、能力不足，犹如一记当 头棒喝，令人警醒。“知不足，然后能自反”，针对上述问题及原因，下一 步主要从四个方面扎实整改： 1.强化党性修养，提高政治站位，确保政治素养过硬。以“三会一课”、 “两学一做”、“支部主题党日”等为学习载体，加强理论学习，用新思想 武装自己的头脑，鲜明旗帜、坚决态度。自觉增强“四个意识”，提高政治 站位，牢记党的宗旨，将群众利益放在第一位，为群众多办实事、多解难题、

多做好事，不忘初心、牢记使命。防止口号化、空泛化等形式主义，坚决反 对假大空。把自己摆进去，密切联系思想和工作实际，在学思践悟中融会贯 通，在考验磨砺中提高觉悟，真正把各项决策部署落到实处。
2.强化以身作则，提高担当意识，确保工作作风过硬。要不断提高自身 素质，做到“五勤、五善”。勤动脑、善思考，遇事要开动脑筋，思考为什 么、思考做什么、思考怎么做、思考怎么才能做好。勤动眼、善发现，要从 细微中发现闪光点、从细微中找到薄弱点、从细微中摸索突破点、从细微中 总结规律性，通过观察找到“见人未所见，发人所未发，思人所未思，做人 所未做”的工作路子。勤动腿、善调研，要自觉养成深入基层、深入群众、 深入现场搞调查研究的习惯。勤动嘴、善协调，要有正气，敢于直言，属于 自己工作职责范围内的事情，耐心细致做好工作，做到以法服人，以理服人。 勤动手、善办事，要善于把握各项工作发展规律，直面困难挑战，开拓创新、 求真务实、与时俱进。
3.强化争优意识，提高办事效率，确保主责主业过硬。以身作则，负起 责任，赶快行动，带头落实。对文件传阅和审签、重要事项决定、紧急事项 处理等，按规定限时办结，并做到能快则快、能早则早。对请示事项要及时 批办，并认真负责地提出明确的办理意见。对自己的主责主业，加强督促检 查，抓好即办制落实。有时间要求的，按要求限时办结；没时间要求的，按 照能快则快要求，及时完成。同时，要不断夯实业务知识的厚度，不断提高 业务知识的水平和能力，结合本职岗位、日常工作，围绕工作的重点、难点， 敢于打破传统思维，不断创新方法和思路，推动本职工作有序运转、高效运 行，争创一流的工作业绩。
4.强化理论学习，提高业务能力，确保能力素质过硬。不断学习新知识， 接受新事物，掌握新情况，避免固步自封。对标岗位要求，定期梳理近期工 作表现，找出工作中出现的失误，知识盲点、经验欠缺，对自己的业务水平

进行补短，主动适应岗位、胜任岗位，优化工作方式，形成独有的工作规律， 总结出自身工作经验，达到优质高效完成工作任务的要求。提高为民谋利的 水平。
5.强化真抓实干，提高务实本领，确保求真务实过硬。要对标先进，寻 准差距短板、把准发展目标、用力方向和路径举措，勇于破除保守、等靠、 畏难、僵化、封闭、消极等思想的禁锢，克服“懒散漫拖瞒”等不良风气， 树立进取、主动、攻坚、创新、竞争等意识，把思想认识统一到市委决策部 署上来，真正做到思想上同心同德，目标上同心同向，行动上同心同行，形 成真抓实干的新风貌、新形象、新举措、新作为。
6.强化纪律观念，提高规矩意识，确保纪律规矩过硬。对个人存在的“六 不”方面的问题，做到立行立改，从点滴做起，从自身做起，以身作则，率 先垂范。在任何时候任何情况下，始终在思想上政治上行动上同党中央保持 高度一致，不“妄为”，不“任性”，言行一致，表里如一，做到人前人后 一个样，有监督和无监督一个样。注意小处、小事，时时刻刻、事事处处把 握好自己，认真做好每件小事、管好每个小节，见微知著、防微杜渐。勤于 自我评价，正确、如实地认识自我，克服缺点，发扬优点；勤于自我调节， 不能将不良情绪带到工作中去；勤于自我教育，不断完善自我、超越自我， 升华自己的人格和思想。 以上是我的对照检查材料，请同志们多提批评意见。

记得有一次，天气特别晴朗。我伸了个懒腰，打了个哈欠。走到课桌前，准备写作业。妈妈走了过来，笑眯眯 的说“妈妈上班去了，好好在家写作业呀!”我点了点头，大声而又自信的说:"放心吧，保证完成任务!”可现实却。。。。。。
正当我全心全意的把心思全部投入学习中，我的闺蜜便走到我身边说：“还写作业呢，明天写不行吗?我们去玩 吧!”我摇了摇头说：“不行，我答应妈妈了，不能玩，必须完成作业!”她挥一挥手，不屑一顾地说：“那有什么，*** 妈下班很晚的，玩完在写作业也不迟呀。”我犹豫了片刻，最终还是被诱惑了。
过了一会，我热得满头大汗，怡然自乐的回到家，妈妈坐在椅子上，看到我回来时，大声呵斥到:"你去哪儿了， 你写完作业了吗?”我摇了摇头，妈妈便生气的拿起旁边的小杆打了我的屁股，我大哭起来。一边哭，一边说：“我错 了!我已后再也不敢了!“妈妈便把杆子一丢，走进了卧室。我看着我身上的伤痕，痛苦着抽噎着。我慢慢得推开妈妈 卧室的门，走进去抱着 妈妈哭着说：”妈妈不要生气，我错了!“妈妈抚摸着我的头，哽咽着说："还疼吗?不哭了。 我使劲的摇头。我和妈妈抱在一起，哭成一片。。。。。。。。
